No, he does not explain why he chose to pursue an investigation into a charge he couldn't rule on. Not in the report or his press conference

Mueller's little TV dance yesterday was just for those who have no clue how the system works and get them all lathered up to scream for Impeachment. So at the end of the day, Mueller gave his report without a single accusation of a crime. AG Barr made his report to Congress stating no collusion, no obstruction and thats the end of it. Case closed and no amount of temper tantrums will get Barr the change his conclusions.

Another laughably absurd take. You are on a roll now aren't you.

Nobody cares about Barr's Conclusions because the only reason Barr released what he eventually released as the Mueller Report is because of the perceived political consequences to Trump for having the Special Counsel conduct a 2 year investigation and submit nothing. So they had to submit a report, not because the Special Counsel rules call for it but because of a political exigency. So they decided to have Barr submit his utterly disingenuous letter to the Congress followed by another disingenuous letter. Even without the Report in hand Barr's initial Letter made no sense and neither did his follow up Letter.

When we finally got even the redacted Mueller Report if there is any doubt about the Barr Letters that was removed and if there was STILL any doubt what remained was removed by Mueller himself from the podium of the DOJ.

So now Barr has two problems:
1) His entire participation as the incoming AG with regard to the Russian Election Interference Probe has been guided by a political exigency, not a legal exigency, not a DOJ exigency but the political exigency of the President. Barr has lied to Congress and the American people as a part of being driven by that political exigency.
2) Article 1 gives the Congress specific Oversight responsibilities and the Special Counsel rules do not supersede those.

So as opposed to case closed, I expect Congress to begin Impeachment hearings on Barr and also Mnuchin an eyelash hair before they are begun for Trump himself. What Trump is going to find out is that burning the candle from both ends is far easier in business where you generally face Civil penalties if you get burned. Here, you face Impeachment or if not the sitting President himself, possible criminal prosecution.

So go ahead and muse for a moment how much of a political future Trump actually has with himself and his cabinet officials going through Impeachment hearings as part of the massive chaos and corruption this President has brought to the administration of the US Government. This has already been a massively corrupt administration brought to us by Donald Trump. All Trump will have for political support will be his ghoulish base because at some point what remains of the thinking, sane portion of the Electorate will look at what they are getting from this Presidency with all of its chaos and corruption and simply retire from it in exhaustion. We will retire from Trump before Trump retires from us. Poll after poll concludes that the Trump base is simply not big enough no matter what. It simply is not big enough.

Trump has so poisoned the well, that it won't even matter if the Senate does not Remove. The GOP majority in the Senate has already proven to simply be craven, spineless lab dogs of the President.

The end game for this is inevitable. Either Trump will have to convince enough of the American Public to accept him as the first authoritarian dictator of the United States or reject him completely either at the polls or through Impeachment and Removal. But this was always going to go this way. It is the only way Trump ever plays anything....all in, all or nothing. Its why he bankrupted Casinos, airlines, brought an entire professional football league down around his ears. Burned though billions more dollars than he ever made. Its all he knows.

The Special Counsel has broad latitude in how he decides to describe his prosecution and declination decisions in his Report to the AG. Barr is the one that decided to release so much of Mueller's Report in his [Barr's] submission for public review. That is all on Barr.

There will be Impeachment proceedings/hearings. It should be obvious by now how much Trump himself fears them. There is one thing Donald knows very well. He knows the feel of a knife at his throat. As for the economy, Trump STILL had not caught up to the last 14 months of Obama in his first 14 months of job creation. As for the stock market, corporations told us what they would do with their tax break. They told us they would buy back their stock which has the natural effect of ......making the stock price go up. In the process Trump and the GOP spent all the money there would have been for a real Infrastructure plan. Now THAT would have been a job creation engine. It would have been a career creation engine.

The global economy has been on the rise since 2010 and there is hardly much dif in the current economy that can't be explained by the Trump Sugar High. Deregulation was called for but should have been done with a scalpel not sticks of dynamite. Our kids are going to pay for this in spades. In fact, we are going to pay for it, never mind our kids. The GOP has always been the kick the can down the road to somebody else party. Frankly they just can't kick the can down the road as far as they used to.

Today's 3.2 GDP reflects downward revisions to nonresidential fixed investment and private inventory investment and upward revisions to exports and personal consumption expenditures. No really sure how it could be attributed to a Trump sugar high.

Both that his reason was so the evidence would be available to who was able to charge/impeach, as well as not being able to charge because of policy nor directly accuse with no venue to defend himself.

We'll see how strong the economy is after the correction from the tax cut sugar rush hits this fall.

Couple that with the tariff nonsense and it could be bad. If it is, trump is toast.

Well the markets responded in another upswing today with Trumps tariffs on Mexico if they continue to allow illegal Aliens to cross their country to get into America. If Trump is successful knocking down China's years of financially raping this country (which has majority support to include Chuck Schumer) he will set another historical record in keeping with the best economy in 60 years, historical stock market, and historical unemployment.

With what he has accomplished in just 2 years (especially under the fake Russia investigation hoax) I am betting on Trump and so will most in 2020.
