Mueller did NOT say there was no obstruction. He did NOT say there was not enough evidence. That was Barr lying. He laid out the evidence and left it to Congress to decide. Mueller said it wasn't his job to decide. He just presented the facts.
So, it's the responsibility of Congress to decide.
You know that Trump was afraid that the investigation would uncover things. That's why he said "I'm ****ed" and "my presidency is over." Then he proceeded to fire Comey and tried to fire Mueller but McGahan and others refused.
The Mueller report paints a picture of a corrupt president. The only question now is are you corrupt too? How many American have integrity?
This president is morally unfit to lead anyone. His own staff have to disobey his corrupt orders. It's absurd. You know it.

A Senate trial would greatly damage Trump just as that whole email mess damaged Hillary. Most people probably didn't understand the Hillary email issues. But they did understand that she was under investigation and that tainted her.
To those who don't pay attention, if Democrats don't do anything it will look to them like Trump was innocent and victim of persecution. And that's exactly how he'll campaign.
I still believe that if most of the American people learn that Trump ordered people to lie repeatedly, they will turn against him. But most people don't know any of that. They just know "no collusion."
They don't have to convict him but they do need to persuade people into thinking what they alleged was reasonable. That's the challenge they face. If they don't even bother to try I don't think it will play well with the public.lets put it this way.. if they DON'T successfully impeach him, or at least try to, they cannot say he committed obstruction come 2020.

To answer your question in the OP, they should do it, but they won't, because the Republicans in the Senate, with only a very few exceptions, sold their souls to the ***** grabber in the Oval Office. They won't vote to impeach him. Better the Dems put up a good candidate and beat him in 2020.

First, you start a parade of people named by the Mueller report. You swear them in, one by one, to testify to what is said about them in the report. You have them expose the details of conversations and interactions with others in the WH. You do this all in public hearings. You make Trump, Sanders, and Conway have to call each and every one of these people liars, over and over, day after day.
And you wait for the other shoe to drop. You listen for something to slip, something to open up a whole new line of questioning. You wait for something to come to light that was not revealed in the Mueller investigation. Perhaps discussions of pardons, witness tampering, etc.
The time for Trump to assert executive privilege is passed. If he was going to assert EP, he should have done so before the AG made the report public.

Now, even if this parade does not convince the Republicans in the Senate to abandon Trump, it will weigh like an anchor over many of them as they seek re-election.
People on the right have been claiming that the talk of impeachment is just politics, just posturing. Well, I for one hope that the Dems kick it into high gear now. I want to see each and every GOP senator squirm as they turn themselves into pretzels trying to defend their support of the orange weasel in the White House.
