I've never allowed statistics to become the basis of my life. Get off your Bum, seek and you may find.Lol. The AVERAGE (median is even lower) income for a millenial is $36,000. If they were to pay 20% of their income toward rent, they should be paying $600 per month toward rent MAX. 8% would be $240.
Where in this country are you going to find an apartment at $600 per month, let alone $240? It's a different world, and I'm wondering just how many statistics you can continue to ignore until you realize that?
Median gross rent in this country is above $1000. What you're advocating is simply IMPOSSIBLE under current economic conditions. Poor people aren't spending 50% of their income on housing because they're greedy or spoiled. They're doing it because that's the lowest price that they can find.

If the rent price is greater than what you would like to pay, haggle with the owner, perhaps you can get a price reduction. If not, either accept the price or look elsewhere.
You might as well accept the fact that home/land/rental prices on average are ONLY going to increase over time.
