Well, we are entering the beginning of the 2020 campaign, not the beginning of the 2016 campaign. And he has been president. So, the concern is not really a hypothetical one at this point; the claim has to be argued.

If nothing else he has been given a higher importance by Trump than any other President world-wide has given him.

In addition, right now the Trump administration is trying to get sanctions lifted on Russian oligarch companies which in turn would help Russia dramatically.
