Acting. The STRENGTHENED GOP Senate will not have a problem approving the President's eventual appointee...SAME AS THE JUDGES HHE WILL BE SEATING....

Yup its for an acting position. I'm under the understanding that he can only appoint someone who has passed a high level senate confirmation but I'm not it's as high as a cabinet member. I'm not sure if Whittaker meets the standard or not.
