I'm suggesting that you have to pass a test to get your voting license when you turn 16 the same way you do to get a driver's permit. You can take it once a day, except you only become eligible when you turn 16. You would unfortunately have to make an exception that when you turn 18, you can vote without passing the test, so as to avoid taking away people's rights to vote who have been voting and creating an uproar. Perhaps you could place an additional restriction specifically on 16 and 17 year olds that they have to provide documentation that they worked X number of hours that year. They have to have some form of documented employment such as a part time job after school, paper route, etc.
Good point. All, people, regardless of age, should be given a test at the time of voter registration. If they don't pass the test then they can't register to vote. And, the test is to be given in the English language.
