A Russian national was charged by the U.S. for allegedly being one of the masterminds behind a conspiracy to interfere in both the 2016 and 2018 elections, marking the first charges related to next month’s congressional midterm vote. The woman, identified as Elena Alekseevna Khusyaynova of St. Petersburg, Russia, allegedly served as the chief accountant for an operation known as “Project Lakhta,” the Justice Department said Friday in a statement. The department identified the operation as "a Russian umbrella effort funded by Russian oligarch Yevgeniy Viktorovich Prigozhin and two companies he controls, Concord Management and Consulting LLC, and Concord Catering." The charges come as top U.S. law enforcement and intelligence agencies warn Americans about ongoing efforts by Russia, China and other foreign actors to interfere in the 2018 midterm and 2020 presidential elections. The charges announced on Friday centered on a conspiracy that included the creation of thousands of social media and email accounts that appeared to be run by U.S. persons as part of what the conspirators referred to as “information warfare against the United States.”

The new charges on Friday say that Khusyaynova, 44, played a central financial management role, in a conspiracy to conduct “information warfare against the United States," the Justice Department said. The conspiracy, which had a proposed operating budget of more than $35 million, “continues to this day,” according to the statement. "This effort was not only designed to spread distrust towards candidates for U.S. political office and the U.S. political system in general, but also to defraud the United States by impeding the lawful functions of government agencies in administering relevant federal requirements," according to the department.

Some additional notes. Yevgeniy Viktorovich Prigozhin is a corrupt/crony oligarch extremely close to Vladimir Putin. His Concord Catering firm supplies all meals to the Russian military. His Concord Management and Consulting LLC umbrella firm includes ownership of the Internet Research Agency [the 24/7 Russian troll factory in St. Petersburg, Russia], and the Wagner (Vagner) Group [the largest private military contractor (PMC) in Russia, with Wagner mercenaries in eastern Ukraine, Syria, and numerous African nations including Libya]. It was Russian Wagner mercenaries that attacked US military forces on 7 February 2018 in Deir al-Zour Province, Syria which borders Iraq. The Lakhta Center is a 87 story skyscraper currently under construction in the outskirts of Lakhta in Saint Petersburg, Russia. Standing 462 metres tall, the Lakhta Center is the tallest building in Russia, the tallest building in Europe, and the 13th-tallest building in the world. Both Putin and Prigozhin hail from St. Petersburg, Russia.

Senate report: No evidence that Russians changed vote tallies in 2016
WASHINGTON — There is no evidence that Russian interference in the 2016 presidential election affected the actual vote count, according to the first installment of the Senate Intelligence Committee's Russia report, released Tuesday.

"The Committee has not seen any evidence that vote tallies were manipulated or that voter registration information was deleted or modified," the report said, confirming a January 2017 assessment by U.S. intelligence agencies.

Votes were not tampered with!

Direct vote tampering has not proven to be as easy and effective as propaganda, why are you talking about vote tampering when that's not part of the case?
Propaganda is more effective in terms of cost per vote it looks like...so why are you mad they didn't use a less effective method to meddle in our election? With social media and the few laws and little security behind it, people can affect change in millions for incredibly low cost today. This goes both ways...legal advertisement in some cases can be done far cheaper with greater results too...it's the bad stuff we have to to identify and curb when it's a problem.

This happens as we add new technology/advancements, in any system, in any industry, it's not a partisan thing. Or are you saying Conservatives are obliged on a partisan-cellular level to oppose any "change" based on some drive that has nothing to do with what's best/good?
