The FBI already has investigated to what they are supposed to, namely background investigation and turning over the information.
No criminal investigation is mandated as there is no criminal charge, and it's not a federal offense that the FBI would be tasked with investigating.
Further, there has a been a fairly large shake up at the FBI and DOJ, all would appear to be for cause, and those who were previously in charge are no longer in charge.
