Who does the court hold responsible for following its order?

A Federal court in California ordered the Administration to put illegal immigrant parents and children back together. The youngest ones are supposed to be back together by July 5th. Of course that isn't going to happen. So who will the court hold responsible for not following the court order and what action can the court take against the person or person's it holds responsible for failure to follow its order?

As far as I know, your date of July 5th is incorrect.

A "status hearing" is set for July 6th, at which time they will discuss how things are proceeding.
