It's a bad thing, because it's illegal. It's what is commonly referred to as "a bribe".

What if it was done indirectly like through a family member, Ie giving something to the spouse of the governmental employee?

I expect the agency has a policy regarding accepting gifts, meals etc and if they broke the policy they should be disciplined according to the policy based on the severity of the offense. Which could include termination
