Did the Trump administration pressure Ukraine?

Ukraine wanted Javelin Missiles, used to kill tanks, from the USA to fight their war against the Russian backed separatists. All a once their government backed off their promise to cooperate with the Mueller investigation into Manafort's actions in Urkraine and then they were given the missiles. They stated they did not want to upset the leader of the USA. SO, did the Trump administration say, "if you want the missiles, then stop helping the Mueller investigation"?

I think it's more likely that Trump was more concerned over Putin's nuclear threat and the chemical attack in Syria than he was with Ukraine cooperating with the Mueller investigation....

Two officials said Trump told Putin during a phone call last week after Putin's re-election: "If you want to have an arms race we can do that, but I'll win."

Last week, as the president's national security team finalized options for a response to the Russian nerve agent attack in the U.K., Trump voiced a now-familiar complaint....

Rex Tillerson, Trump's outgoing secretary of state, led the effort to convince Trump to approve the new arms for Ukraine, officials said. The plan, which Russia opposed, included the sale of U.S.-made Javelin anti-tank missiles that Kiev has for years requested from Washington...."Tillerson just wore him down," a White House official said...."

The Ukrainian government hired a Republican PR firm to lobby in the United States on their behalf just after Trump was elected, so yeah, the whole thing is looking like a quid pro quo.

Trump is all over the map. During his campaign, he said he would consider recognizing Crimea as Russian and lift sanctions on Moscow imposed after its 2014 annexation of the Ukrainian territory. In April of this year, Trump softened sanctions against Russian metals giant United Co. Rusal, sparking a record plunge in aluminum prices. This guy just can’t walk a straight line.
