This isn't all that hard to understand.

He's saying that the sanctuary policy infests and breeds crime.

He's saying that Californians want out of it.

He's saying those Californians are turning against their leaders who want it.

He's saying the Governor is a flip flopper and that Californians are not happy about that.

He's saying Californians want security and safety..."NOW!".

Anything else you need help with?
