These "wars" appear to go on without end because there is no underlying effort out of the state department to actually resolve issues of state. ISIS is not a state actor. So you cannot resolve issues like ISIS using diplomacy. You can use a diplomatic effort to bring together a coalition to deal with an ISIS but ultimately your direct dealings with an ISIS will not be diplomatic in nature. However we no longer actively work effectively to get state actors to recognize their mutual self interests in dealing with other state actors. In other words we have forgotten how to get other state actors who are our allies to recognize their strategic mutual self interests and like it or not, the world, especially the western world has grown used to us taking that role.
We have not had an effective state department in years, certainly a decade. Did we have an effective state department under Obama? No we did not. Neither of Obama's secretaries of state were worth a darn IMO. Trump literally does not have one. He had Tillerson who stood by and watched the State department hollowed out, even managed the process and I am at this point not convinced that Pompeo will be an effective secretary of state. That remains to be seen. But Trump's attitude toward State does not leave me with much hope and I do not see Pompeo is strong enough as an advocate for State to offset Trump's obvious misunderstanding of the asset itself and lack of respect for the asset. Trump does not understand it and by now we should know that donald does not like what he does not understand.
We have not had decent Secretaries of State since Madeline Albright and James Baker before her. I would not give you two cents for any Secretary of State we have had since Albright with maybe a nod to Rice but not more than a nod. George Schultz was a good Secretary of State for Reagan in my opinion and Haig was a mess for the first two years of the Reagan WH.
Cy Vance was the last Secretary of State working for a President (Carter) that was just clueless about the asset making it almost impossible to be an effective Secretary of State or have an effective State Dept. But the lack of a vibrant, active, spirited effort out of State, one that the President understands and appreciates is a giant problem for this country and for the world generally. Trumplicans can tout their trump till hell freezes over for all I care, to have a hollowed out, ineffective State dept and to actually be a catalyst for an ineffective State Dept is just absurd. This used to be a strength by and large of Republican presidencies and since there is no longer a recognizable Republican party that is no longer the case.
Our consulates and embassies sort of do their jobs as they are generally staffed with career diplomats. But the political appointees that are the voice and the direction of a state department have sucked for years.
I will repeat again that these last three presidencies have been horrifically bad each worse than the one that proceeded it and all three horrid, meaning Trump/Obama/Bush Jr. They are without any question in my mind the worse in the modern era and it should come to our attention that they are each worse than the last, all three. As I have stated before we would next have to elect actual cartoon characters like goofy or donald duck to do worse than the current occupant of the WH.
