The reason Trump is doing this is the same as the reason Obama put a 35% tariff on tires from China in 2009 -- because the Chinese were flooding the market with cheap tires and the US tire manufactures could not compete and, as a result, jobs in that sector were way down.
That's what's happening today, it's been happening for a decade. China (and other countries) are flooding the US market with cheap steel and US steel manufactures have been laying off workers for 10 years because of it. These are not low-end garment-worker jobs, steel-manufacturing jobs are often union and they pay good wages.
While you're all excited about China, what you don't seem to know is that the biggest exporter of both steel and aluminum to the US, is Canada. We import from other countries as well, and every one of them is also subject to the tariff.
Back to Ivanka. Most clothing factory workers lost their jobs decades ago, because the average American no longer wants to pay $50 per shirt, when they can buy one from Walmart for $15. The quality is not as good, but Americans just don't care, they'd rather have multiple (almost disposable) outfits rather than a few, well-made outfits that they wear for years. Consumer habits have changed. There's no way in the world we can ever go back to all American-made clothing. That's been debated for years. Steel is different because it's a material, not a finished product.
We actually do have some apparel factories left in the US, but they are virtually still slave shops. Nowhere near the wages paid to workers in the steel industry.

I'm still not sure you'll understand this, and even if you do, you'll likely play dumb, so strong is your hatred of all-things-Trump, but the reason Ivanka's industry is not included in the tariffs is because her industry is not harming US jobs. Plus, she doesn't manufacture in all the nations that will be subject to the steel and aluminum tariffs.
If you can think back to the time Obama levied the larger tariff against Chinese tires, you may recall that he didn't institute an apparel tariff either.
