Did the White House misrepresent facts about the Mueller indictments?

I listened to the Rosenstein briefing and while he did state that the subjects of THESE indictments interacted with "unwitting" participants, I never heard him say definitively that there was no collusion of any kind, in any areas of the investigation.

As such, these types of misleading statements (and sometimes blatant lies), only serve to amp up the base, while simultaneously eroding any presidential credibility for the majority of Americans that didn't vote for Trump to begin with.
 
I wasn't aware the Mueller investigation has concluded so, in that respect I am reserving any opinion on 'collusion' ............
 
Answering "Did Trump lie?" is the easiest question in the world because you only need to consider the first thing out of his mouth. He begins his tweet with

"Russia started their anti-US campaign in 2014, long before I announced that I would run for President."

Aaaaand full stop. He announced his intention to run in November of 2014.
