While first world powers can get away with doing that sort of thing in the 3rd world, I'm thinking how the CIA armed and trained the Afghans during the Russian occupation.

I'm seriously doubtful that it's going to happen first world nation on first world nation. There's far too much for each of those first world nations to lose, as the stakes are far higher, and far too little for them to gain.

That's because we never had a group nearly as proficient as the European ones, though I supposed you could list the Black Panthers, the SLA, and Weather Underground as good examples.
