True, from any perspective not their own, terrorists groups appear to be foolish. Not arguing that.
While first world powers can get away with doing that sort of thing in the 3rd world, I'm thinking how the CIA armed and trained the Afghans during the Russian occupation.
I'm seriously doubtful that it's going to happen first world nation on first world nation. There's far too much for each of those first world nations to lose, as the stakes are far higher, and far too little for them to gain.
It happened across Europe during the Cold War; groups like INLA and some elements of the Provisonal IRA, the Basque ETA, the French Action Directe, the German Red Army Faction, the Italian Red Brigades.....
