Mueller wants to interview Trump. Trump's lawyers are saying that he shouldn't. If Trump refuses a voluntary interview, Mueller can issue a subpoena trying to force an interview and in light of the Nixon decision, Trump can either comply or go to court. If he goes to court and the SCOTUS says he has to testify as expected, what if Trump just refuses? Who could Mueller get to force Trump to comply? Hope that is an interesting question.

Trump stuff aside, I have entertained similar questions over the years. Can a president who has not been impeached yet even be arrested?

Probably not. And likely not even if impeached, but not yet removed from office. Unless Mueller finds HARD evidence of felonies, neither is likely to occur IMO.
If, on the other hand, the German Bank subpoenas turn up money laundering, or other serious financial crimes--that's a different kettle of fish.

They should just tell Trump that the Russian ambassadors want to have a word...

then surprise!

Impeachment isn't a conviction.

But Constituionally what is the difference between arresting a President and arresting a Senator? What about the Vice President? It is one thing to say he is the head of the Executive Branch so the Justice Department wouldn’t be willing to arrest him until removed from office, what what if he broke a state law. Technically could, say, New York arrest him for breaking NY law when he is in NY?

What would the Secret Service do if presented a state issued arrest warrant? Interesting hypotheticals.
