Well, even if NK moves first I'm not confident that it will not draw in the other countries so I would prefer not to purposefully poke them to try and get them to do it.
The fact remains as long as we have our troops on their border this war is not over. We either pull out or be ready for the inevitable. Time is on their side and home field advantage are on their side. It cost them almost nothing to protect and maintain their army on their side. On the other hand we have the logistics of thousands of miles of ocean to maintain a presence costing us billions of dollars.
Plus they do not have to do anything. They can share their nukes with our enemies. They can hand off a nuke to any of thousands of terrorist groups to use against us. We will have wished we had secured our borders one day.
