There is no law in the US nor any free nation against immigration, and people do leave the USA to join another nation.
Sure, but there are laws trying to prevent wealthy Americans from taking their wealth overseas without paying income tax on it. There are also laws preventing people in the U.S. from defecting and going to fight for a current enemy, and providing state secerets to other nations.
Like I said, a nation is large, unlike a typical gang. The result is that any one individual deciding to up and leave wouldn't really matter to the nation no matter who that individual was. A gang might be relatively small. Maybe 20 members of fewer. The result is that one or two members choosing to leave, especially if their leaving for a rival gang makes a really big difference.
Anyway, the point here is that if you want to know the purpose of a government you have to ask yourself what would a society need to be able to offer you in order for you to voluntarily join it? In fact I forget the name of it exactly but this is precesely the test that a famous researcher put forward to determine the quality and or fairness of a society.
If you could be born a member of any society on earth, but you had absolutely no idea whether you would be born male, female, gay, straight, black, white, latino, asian, arab, christian, atheist, muslim, jew........ What country would you prefer to be born in? Can you honestly say you'd like to be born in your current one without guarenteed changes being made first?
