When has the government restricted anyone from saying Merry Christmas?
It hasn't. But many governments at all levels have chosen to make Christmas disappear and use generic decorations for the 'holiday season' if it is observed at all. Schools do not perform the great majestic Christmas anthems that many of us grew up with in the winter concert, most forego Christmas trees or any kind of recognition of the national holiday, and the ACLU and other opportunistic groups continue to file or threaten lawsuits over beloved historic creches on the courthouse lawn.
I see the President's proclamation re Christmas as hopefully a reversal of all that kind of stupidity and a reversal of the restrictions on our liberties to engage in customs and traditions all Americans enjoyed until political correctness became a bludgeon to restrict thought, speech, and liberty to be who and what we are.
