For me, in my lifetime with presidents I have personally experienced, I would say Eisenhower was the best, Carter the worst. Although I really liked Jimmy and voted for him twice. But hind sight gives me a different perspective. I'm not about to try to rate Trump at this point, less than a year into his presidency. He does have the lowest average approval rating of any president for his first 8 months in office. But what exactly does that mean? Truman left office with a 32% approval rating, now he is rated as a near great president. Just below Washington, Lincoln and FDR. In fact, Truman at one point in 1951 had an approval rating of just 22% and finished with an average of 45% for his presidency. Here's the list excluding Trump which is still in office.

Historians will tell you that it takes at least 20 years after a president leaves office before they can give that president a fairly accurate rating. That give it time for the partisan effect to die down and for Historians to view how a president's policies effected this nation after he is gone.
