PORTLAND, Ore. -- A man accused of breaking into a 65-year-old woman's home, sexually assaulting her and stealing her car was arrested after allegedly assaulting another woman and running from police.

Sergio Jose Martinez, 31, was caught July 24 after officers chased him through a neighborhood.

According to court documents filed in March 2017, Martinez has a history of illegal entry into the United States. He has been a transient in the Portland area for more than a year and has been deported 20 times.

Immigration and Customs Enforcement (ICE) lodged an immigration detainer against Martinez, asking authorities to notify them before releasing Martinez to allow ICE to take him into custody. The Department of Homeland Security said a detainer was requested for Martinez in December 2016, but he was released into the community and authorities did not notify ICE.

Sad. Portland is such a cool city, but I've predicted for years that their uber liberal politics will erode Portland's luster.

Will anyone who supports sanctuary cities actually comment here? I doubt it. The disinformation machine has numerous bogus articles at it's disposal that proclaim illegal immigration to be the cure for crime. Beyond the realms of stupidity.

The last time I visited relatives in Portland, I noticed gang graffiti of the largest Latino gang in Northern California. My relatives live in a suburb on the southeast part of Portland metro, which was very safe and had little crime for years. That will change drastically if the gang I'm familiar with is really operating there; they commit the majority of all homicides in northern California, and are not people you want showing up in your neighborhood.

Why is this illegal alien pos still in this country and set free to rape, you ask? because of Democrats

Charge every single one of those "officials" as accessories to every one of his crimes.

The victim should sue the county and the sheriff’s office for damages resulting from their unlawful willfulness that led to her rape

This is why illegals should serve time in prison for illegal entry. That guy was deported 20 times. Illegal entry into the US is punishable with 6 months in jail and 2 years in prison for each additional illegal entry. Portland releasing that guy is no different that ICE giving him a free ticket to his home country with not actual consequence except maybe to his wallet. Even if Portland gave him to ICE he would have been back. His country doesn't give a rats ass what crimes he committed off their soil and the fact they benefit from illegal immigration says they are not going to jail him for it.

Quite a feat for someone 31 years old - it is no wonder that we "lack resources" to enforce immigration law.

The story says that the county Sheriff's Office refuses to honor deportation requests from ICE. We have the ability to enforce our laws, but some SJW fruit loops prefer lawlessness.

Are you kidding me? It would seem that after 2 deportations that federal law would keep this moron locked up for at least two years for each subsequent felony illegal re-entry. Assuming that these 20 deportations were after age 18 then he was being deported more frequently than once per year (on average). In other words, it is not totally Oregon's fault that an 18 time federal felon was in their state.

It'd be great if the system worked how it's supposed to. If the guy is 31 and has been deported over 20 times, he's obviously not been sentenced to prison time for his illegal reentries into the US. We have all the laws needed to deal with illegal immigration, but they do no good if they aren't enforced. Sanctuary cities aren't legal, not punishing habitual immigration offenders isn't legal, but those that want illegal immigration don't care much about our laws to begin with.

Good job, city of Portland. :(

If illegals are released by city LE and go on to commit other crimes, their victims should be allowed to successfully sue the socks off said city.
That would greatly discourage this crap more then any "we're gonna take your funding away if...." threats from Trump.

Oregon has no authority (or duty) to enforce federal immigration law and might (rightly?) assume that alerting the feds to someone that they have (intentionally?) ignored for 19 prior illegal re-entry/re-deportation cycles was no big deal. I get that you are really, really mad at Oregon but the true villain appears to be the feds in this case.

Just curious, what other federal laws should Oregon ignore?
After all, are we not the "United" States of America. I do think we are not as unified as we were, lets say 50 or 60 years ago.

All of them - just as the feds (hopefully) ignore enforcing any Oregon laws. I hope that our DPS and sheriff departments have similar training and policy. I pay Texas taxes to have Texas law enforced, if we have too many Texas LEOs such that they have time to play federal agent then get rid of them and reduce my Texas taxes - don't have them volunteering to play federal agents.

We will agree to disagree then.

Than the Fed Gov can with hold funds if they choose!

Fine by me if that makes you feel better. The feds must have saved lots of funding by not charging, convicting and locking up someone that they "deported" 20 times. Don't you even wonder how someone could have committed that many federal felonies and not be in in federal custody? Nah, let's bash the "libtards" in Oregon because its really their fault that federal law enforcement was ignored. ;)

IN this case both the federal government and Portland are guilty.Mostly the fault of federal government for not locking this guy up in prison for his numerous repeat offenses and Portland for letting him go.
