I'll have to compile some info later for you, but yes the method was known for some time (research the pre 9/11 interview by FBI of Zacharias Moussaoui, interviewer wrote 'wants to attack WTC with plane) & FBI agent John O'Neill, who uncovered the 9/11 plot in 1998 while investigating the East Africa embassy bombings. O'Neill was forced to resign his post as Asst Director of Counterterrorism at the NYC bureau.

Perps were also known and surveiled for several months prior to 9/11, by American and Israeli intelligence. Saudi Arabia also knew who the hijackers were, and the Saudi Ambassador to the US contributed $40k to them while they were planning the attacks.

Whole lot of claiming going on.

Not a lot of evidence.

And what was learned about 9/11 in 1998?

Especially since it wasnt until 1999-2000 that the planning was taking place for the attacks on the WTC.

We only know the unclassified budgets. Lord only knows about the classified, off-budget budgets. Into which budget go the profits from drug smuggling? Is that confined only to rogue agents, or is there a general fund from that? Curious minds would like to know, but understand they never will.

Well, if you only count the CIA (don't tell them I told you this, btw, mum's the word), then it's just $2,390 Billion (Because "Billion" and "Million" sound pretty similar, so, that seems legit)... but that's only because the CIA is really just a front-organization for the Trilateral Commission (Annual Operating Budget: ~$4.9 Trillion if you only count the drug running and the alien experiments).
