It is clear that the villains are the folks acting as though something horrid had been done. Possibly they are falling prey to other villains that laid a trap. But for the latter there is not enough evidence outside of fitting the pattern laid out in Gerasimov's doctrine.

But then Trump takes Putin at his word, over that of the American Intelligence community, so this seems to be a common facet of the Trump idealogy.
