But the dossier was information gathered by a highly respected British spy from the Russians without their knowledge or consent. The other is purposeful and deliberate disinformation paid for and spread about by the Russian government.

Why would the Russians do that? When Trump was elected, they were breaking out the vodka in Moscow in celebration.
