Secret Service agents bust a 52-year-old man wearing a bulletproof vest as he tries to get into Trump tower to see first daughter Ivanka Trump.

it's not that; There is no funding for facilities for individuals with mental instability. They need to have signs of actively trying to harm themselves or others to be candidates; otherwise they are released with prescriptions.
As for reporting; do you ever report people you see with a few too many political bumper stickers on their cars? The type of people who snap like this may not be very violent in public, just the eccentric oddball until they get that thought of hurting someone in their heads. It wouldn't be feasible to report everyone who acts eccentric to find the rare eccentric who may turn violent.

Extremely hard to get anyone put away these days, as there aren't many mental institutions left to put them in.

One of the things Reagan did that I don't approve of, which has had lasting negative repercussions.

Reagans closing of state mental institutions is part of the reason why my mothers family never voted for republicans. My grandfather was in one of those institutes and closing the mental institution affected him.

It was a bad call. The repercussions continue to this day, and nobody has learned and reversed this decision.


I would go so far as to suggest half our mass murders are a result of not having enough places to put people with dangerous mental issues.
 
What Reagan did probably made sense to someone at the time, but we had plenty of time to fix it. But I would rather address the fact that many of us don't speak up about a parent, a neighbor or a friend, even someone posting right next to us, who exhibits strange behavior. May be that's another topic though.
