How did that CNN retraction about 17 agencies affect said investigation?

On Oct. 7, the Department of Homeland Security and Office of the Director of National Intelligence issued a joint statement on behalf of the U.S. Intelligence Community. The USIC is made up of 16 agencies, in addition to the Office of the Director of National Intelligence.
Statement:
"The U.S. Intelligence Community (USIC) is confident that the Russian Government directed the recent compromises of e-mails from US persons and institutions, including from US political organizations...."
what does that have to do with an investigation anyway? These are just statements by intelligence agencies measuring the degree in which they agree that Russia hacked the election. Not doubting it!
