Talking heads are saying n TV that McConnell will try to buy the votes of those Senators who presently aren't willing to vote yes on the ACHA. He has 188 billion to do so, the difference in savings between the House and Senate bills. So he will put the Senators between a rock and a hard place. If they accept the bribe and vote yes, many in their states may lose health insurance they got under the ACA. If they don't accept the GOP will certainly let their constituents know they turned down billions of dollars that could come to their state. Like I said, between a rock and a hard place. The only problem that the GOP leadership and McConnell will have is that all of the other Senators that were willing to vote for the ACHA will want in on the loot, limiting how much each will get out of the 188 billion. Will it be enough to buy everyone off? And in the end, will the senators presently standing against a bill that only 17% of the population support, allow themselves to be bought of and sell their votes?

Vote trading or 'selling' has been a apt way of getting bills passed in tight votes since congress formed. Many bills have little clauses in them about fund appropriations that have nothing to do with the original bill. I would think it may be possible to buy those votes, but if they start offering too much in concessions, senators who were on the fence before may want some piece of the pie as well to keep the vote.

I wasn't wading in on whether this is good or bad, just if and what they wanted for their vote. I think Johnson from my state would sell out for a good position or chairmanship of a committee. He is dumb as a rock, but has ambitions for greater things.
