Back in the Usenet days he was known as 'Palmjob' and was the butt of jokes everywhere he posted. I think he had his own newsgroup in the 'alt.' hierarchy and used to brag about his "Dejas mountain" ('Dejas-News' used to archive everything posted to Usenet).
 
The weird thing is that the Palmer Report cited a link to a politico website (Trump threatens to break the glass on DOJ succession plan - POLITICO ) which was about the order of succession of the DOJ. The paragraph that mentions Trumps lack of desire to be President is the last one and sort of comes out of nowhere. The article would have been just fine without that paragraph. I can only assume that it is in there to drive views and comments, but isn't based in anything concrete or factual.
