Did Obama let Otto Down?

Depends on what "or else" he was talking about. Bombing the **** out of Pyongyang would have probably done the trick.
 
When it comes to statements from grieving parents; always give them some leeway. So, blaming the Obama admin for not getting their son out sooner is probably off-target. The N. Koreans returned the kid before he died. With that being said, good job by Tillerson and the admin for keeping the proper channels open and for being able to get the kid home when the N. Koreans were willing to hand him over. I guess that's the message here. We can say the Trump admin did a good job and it does not mean the Obama admin did anything wrong. Additionally, we can accept that the Trump admin handled the matter well without going over the top and acting like they somehow worked the Koreans into releasing the kid.

I have to concede, I'm a little pissed off and allowing my emotions to push me this way or that.
