I used to be one of those people that believed a full outsider would be great. Then about 2-3 years ago, pre-Trump, I started to re-think that. I now understand that the two (private business and government) are NOT compatible. Oh, sure, there is some overlap, but the bulk of the skills needed for each are wholly different.
The mindsets are different. It's more than making numbers add up on a spreadsheet. In business you need to make a profit, probably #1 goal. In government money balancing, let alone profit, is not even in the Top 10. And if an emergency comes up, you have to figure a way to pay for it anyway. There is no filing bankruptcy, closing shop, and going home.
In business you pretty much get to make decisions and run with them. Some compromising, but not a whole lot. Plus, all the players within a company are pretty much on the same side to begin with. Government? Phfft! Ha! It's ALL compromise... or stagnation. It's petty partisanship. You have organized opposing parties trying to thwart each other. It's about winning for your own group, not winning for everyone (the company). You don't get to make unilateral decisions and just run with them. Even Executive Orders are subject to court review and approval.
Stuff like that. The people skills and environments to do each are night and day.
