Some do, some don't. But many are honey pots of graft for political cronies who "deliver the votes".

Expanding the topic to all HUD programs, I agree with you. But you are going off-topic. The topic is not HUD. The topic is specifically the Community Development Block Grant Programs.

What your articles show is that the Community Development Block Grants internal auditing needs to be improved. It does not show waste, fraud or abuse in spending. Nor does it show any failure in the success of the program itself. As I've said before, the government conducts regular auditing of the program in question which has not turned up any fraud, etc., nor shown any failure in success. As far as what you've found, big deal.

Are you trying to hijack this subject? Just say whether you think the block grant program in question is successful or not and why. Or, should be gotten rid of, have it's budget cut as proposed, or what, and why. If the why is because it's being used "like ACORN", then at least intellectually explain yourself.

If trump or his cronies can figure out how to profit from them, he will suggest re-instating them.

They show MASSIVE waste and fraud in spending. Not one or two isolated incidents, but a wide-spread problem across decades. When you simple give people a pile of money with little in the way of guidelines on how it's going to be spent, you set yourself up for a situation where problems are going to happen. CDBGs are rampant with fraud.

But you can't show those cases you purport to be. All you can show is that accounting guidelines are not being followed. I agree that not following guidelines can possibly set up a cover-up of fraud. But that has not been shown and you have not shown any facts supporting your claim. None. No rampant fraud. You are making a false claim.
