What should be the punishment for countries who refuse to take back their citizens?

There are more than 20 countries that refuse to take back their own citizens who have committed crimes in the US (most notably China). What should be the punishment for these countries?

A proposed bill would cut off foreign aid and deny visas. Is this a good idea?

I really don't care. As far as I'm concerned, we drop off their people across the border into their country and if they want to take a shot at us doing so, let them try. Pull up in a tank, dump their human refuse and leave. Keep a soldier or two hanging around to shoot anyone trying to come back across the border.

Simple. Just reduce the number of immigrants from that nation we allow to come here legally.

Refuse entry to all of the citizens of the offending nation. I believe that current law allows that remedy but, like much of our immigration law, it is simply not enforced.

It sounds reasonable to me. Of course they don't want their criminals back! It amazes me that people in this country fight to keep them here.

Doesn't crime also hurt tourism? All kinds of laws hurt the tourism business, like requiring visas in the first place, but that does not elevate tourism to be of utmost or special importance.

YES! All of the above.

Then we simply use all means available to dump their wayward citizens back there anyway.

Expulsion from the UN, at least partially, and the World Bank for however many years that institution has left which might be "Not Many".
