In the loosest sense of the word, the document put out by the White House is indeed a budget, as it includes proposed spending totals for fiscal year 2018, which starts in October of this year. And it does give a broad sense of what the administration hopes to do to federal spending: Largely slash it on the domestic side in order to spend tens of billions of dollars more on the Defense Department. What generalized priorities can be gleaned from the plan are uniformly not good.

Trump is just doing what he said he would. They have no cause to be surprised by this.
