The President helped build a hotel in Azerbaijan that appears to be a corrupt operation engineered by oligarchs tied to Iran’s Revolutionary Guard.

...a five-star hotel and residence called the Trump International Hotel & Tower Baku, has never opened, though from the road it looks ready to welcome the public. Reaching the property is surprisingly difficult; the tower stands amid a welter of on-ramps, off-ramps, and overpasses. During the nine days I was in town, I went to the site half a dozen times, and on each occasion I had a comical exchange with a taxi-driver who had no idea which combination of turns would lead to the building’s entrance.

I haven't read the article, but I think that Miss Ivanka was heading up that deal. The family in question had "well known" ties to organized crime and terrorism, but there was a "$" to be made, so non of that mattered to the "America First" Trump family.
 
Why would it be tied to irans guard? That country is enemies with armenia, and iran is a key trade partner with armenia, and opposed to turkey, while turkey backs Azerbaijan.

Because the minister is corrupt.

It's illegal for US citizens and residents to do business with corrupt government officials.

In the US it is. I highly doubt there is such a law against doing business with corrupt non-US governments. Large US based companies pay bribes to corrupt governments all the time to open up businesses in their countries. The exception is if there are specific sanctions in place.

Take a good look into where Tillotson's Exxon paid oil royalties to. Some of the most corrupt entities in the world.
