I think the list of countries were from the Obama administration, and is not based on potential risk,
as much as the quality (or lack thereof) of those nations vetting.

Yes, Obama's administration disallowed those countries inhabitants from using the Visa Waiver program for visitors of <90 days.
They had to get a Visa, before they could enter. (unlike other short term visitors)
