What wasnt in the speech to Congress.

This is an older article, written in 2012. It addresses the topic in a manner I believe is far more relevant than current government statistics as they are released to the public.

But he's referring to a current government statistic released to the public. The problem with the employment-population ratio is that it is affected by demographics and doesn't reflect the labor market. I certainly think it makes a difference if a lower percent of the population is working because the economy is bad or because fewer people want/need a jog.
It certainly is important to look at for a variety of reasons, but it in no way is a good substitute for the unemployment rate.
