Many Democrats did not even stand for a call for a major increase in infrastructure spending, something where Trump has long diverged with many in his own party. One Democrat urged others to stand as many Republicans sat awkwardly, eventually, tentatively, standing in support of their party’s leader.

"Donald Trump is asking Congress for a trillion dollar infrastructure spending bill. Now, ordinarily this would be something Democrats can get behind, the country's infrastructure is falling apart, lots and lots of jobs associated with it, the type of government spending anyone can get behind.
That assumes of course, that the government is actually spending money on public works. This is where the Trump huckster instincts kick in.

The Trump infrastructure scam soon becomes a naked attempt to loot the Treasury for private profits. Instead of "government provides funds for roads to be built that everybody gets to use", it's a tax credit scheme for privately controlled projects.
Cribbing from a Krugman example here and using the Ross/Trump proposal, lets say a billion dollars is going to be "spent" on building a highway. The private developers would have to come up with $200 million of equity and borrow $800 million, while getting an 82% tax credit on the total which means their total investment is actually $36 million. And the highway is now a privately owned toll road, at 18 cents on the dollar.
I don't think that is what people have in mind when they hear "government spending on infrastructure".
So, why would they do it this way? Because Donald Trump never met a scam he didn't like, and he surrounds himself with fellow hucksters who dream of schemes to transfer the Treasury to their own pockets. It's the most indirect method and you're creating an environment where corruption will be the main feature, not a blip. Under this scheme, who do you think might become involved in road building, bridge building, tunnels, anything that you can charge people to use that ordinarily would just be publicly financed infrastructure that is a benefit to everyone and every business. It's OK though, because Trump is hands off his company and has his sons Uday and Qusay Trump running it, no self dealing or cronyism there.
Another point is that this scheme can only be applied to infrastructure you can monetize. What about a dam, or cleaning up SuperFund site? Can't and won't happen.
Republicans in Congress are reluctant to sign on to the Trump plan, but I suspect it's only the dollar amounts that are a concern, not the naked and obvious scam that Trump & Co. are trying to pull. So, when you see Democrats start to push back against the largest fraud Trump has ever tried to pull, you'll have a better idea of why. Because its another Trump scam." -Saul Goodman
