And who is going to be doing the reviewing, bureaucracy, most likely partisan bureaucracy.

You've partisans on one side that want the bureaucracy increased and partisans on the other that want bureaucracy reduced. So which one do you think should be in charge of reducing bureaucracy???

Can we agree that if there are bad regulations, then there should be a process for getting rid of them??

Certainly there are bad regulations, and outdated regulations, and some that are downright silly. But this blanket "regulations are bad" is not true. Many are really important.

What should be done(and not just with regulations) is something along the line of the National Partnership for Reinventing Government that Clinton set up and put Gore in charge of. They went and looked for ways to streamline processes, reduce waste, and make the government more responsive. It worked. In this case, if we are dealing with business regulations, then it makes sense to include business leaders along with a significantly sized task force to go through the regulations, learn why they are there whether they still serve a purpose, whether they are worth the cost, and then make recommendations. I think several such panels should be set up every 5 to 10 years, looking at regulations, spending, government processes, the military, and so on.

Businesses need to an extent a recession every so often to make them more efficient. When you are making money hand over fist, you do not worry too much about efficiency. It takes a loss, or a reduction in that money you are making to re-examine your processes. Government needs to do the same thing. There are better ways, we just need to find them.
