I would concentrate on the inner-city problems first. Being a volunteer for the past several years showing the moms who live there how to preserve by canning and/or dehydrating food for future meals, and how to make bread and jellies from scratch, too, has shown me how eager they are to learn, and they never miss a class. Many schools stopped teaching "Home Ec" years ago when someone in authority in DC decided that everyone should attend college, and while there's nothing wrong in going to college, too many drop out of high school as soon as they can, for many different reasons - and they just don't know what to do to change their lives. Everyone has to eat, though, and my classes just got bigger and bigger as word of mouth spread. Learning how to sew was popular, too, even how to hem donated clothing, but others taught that.
Since guys usually don't find those things interesting, although there were some in my classes, just teaching them how to build something - toys for children like wagons, etc, or other things like how to grow a garden for food when you live in an apartment. We have areas in my town where space is donated for people that want to learn, and it's on a first-come sign-up basis and there never seems to be enough space for all who are interested. I believe Trump would find money for people to learn how to be at least semi self-sufficient and it would benefit everyone.
