The GOP may own it as you say. But each state wants as much attention it can get from the presidential candidates, lots of visits. A Florida divided up into 27 separate elections wouldn't get any visits. The candidates would visit the states where they can get the most electoral votes with a win. Now dividing up presidential blue states like Wisconsin, Michigan, Pennsylvania would probably help out the GOP in the long run. That is if they can keep their traditional presidential red states as a winner take all.

2016 is still incomplete but is getting there, with 166 CDs with no data so far.
Such states as FL, MI, MO, NC, NY, PA, and TX are still out but there's enough to work with.
