What is the expected delay on thread approval for new members?

I'm curious about the expected delay on thread approval.

I created a new thread on the Asian Politics board a little over three days ago and was told it would appear pending moderator approval. Thus far it hasn't appeared in "My Threads" and I've received no feedback or notifications.

Did I miss something? Was it eaten by the Internetz?

If you look at the subforum in which you posted the thread, you'll see it.

I don't know for sure whether there's an approval delay, but it seems to me that thread don't appear in certain query results lists until the "free" editing window has closed. (The "free editing window" is the period of time in which one can make edits without the vBulletin appending a "last edited" notice at the end of the post.)
 
I'm positive the thread isn't there.

I've got a copy of it saved locally. Should I just try to repost?
 
I'll do so pending the answer to my next question, which I might as well ask here:

Is there a way of "tagging" members on this forum, to draw their attention to a particular post/thread? For example, rather than sending Anagram a PM, could I tag him (?) to draw his attention here?
