If the actions of "The Executive" of the government (by whatever name it is known) get sufficiently "embarrassing" to "The Legislature" (by whatever name it is known) then (in almost all civilized countries) "The Legislature" has the opportunity to toss "The Executive" out of office. When that happens, if "The Legislature" cannot produce a new working arrangement with its own version of "The Executive" then (in almost all civilized countries) the whole mess is tossed out and "The People" get a chance to try again.

This is because (in most civilized countries) there was a progression from "The government is the government is the government" to "The government is the government and we are going to pretend that 'The People' actually have a say in the matter" and finally to "The government is the government as long as it governs well and when it doesn't it gets tossed out and 'The People' get a chance to find a better one". Some countries have progressed further along that spectrum than others. Some countries appear to be travelling backwards.
