It’s been just over six months since RT, the controversial Russian channel funded by the Kremlin, aired its first French broadcast from a sleek green-and-white studio in the outskirts of Paris. Despite what RT boss Margarita Simonyan claims is a “strong demand for an alternative perspective” among French-speaking audiences, RT’s launch on French airwaves has been anything but smooth. Now, a formal warning from France’s broadcasting authority and a new law cracking down on disinformation have poured cold water on the channel’s French ambitions. French lawmakers adopted the draft law in the night of 4 July after deliberating for eight hours. Several weeks earlier, a first heated debate in parliament had ended at 1am with the vote being postponed amid concern about potential infringements on freedom of expression. The bill will allow judges to remove or block content deemed to be “false” during a period of up to five weeks before elections. It will also force platforms such as Facebook and Twitter to disclose the source of funding for sponsored content, in an effort to fight what the text describes as “any attempt at destabilization” by foreign-funded organisations. The proposal was announced in January by President Emmanuel Macron, who famously accused RT and Sputnik of spreading “lying propaganda” during a press conference with Vladimir Putin last year. Macron’s government still routinely denies the two Russian outlets accreditation for covering official events.

Its approval in parliament comes just days after the French broadcasting regulator, the Conseil Supérieur de l’Audiovisuel (CSA), issued a warning to RT over a falsified report contesting the use of chemical weapons against Syrian civilians. The April report wrongly dubbed the voices of Syrian civilians, making them say things they didn’t say — a well-honed tactic on Russian state television. The report also included a number of factual distortions. In a statement on 28 June, the CSA accused RT of displaying a “lack of honesty, rigour, and diversity of points of view.” The regulator imposed no sanctions on RT over the incident, although it has the authority to fine a broadcaster or suspend its license. RT France director Xenia Fedorova certainly seems to be bracing for the worst. “I’m responsible for the staff I hired, I want to protect them,” Fedorova lamented in a recent interview. As for the channel’s ambitious plans to extend broadcasts to 24 hours daily by the end of 2018, Fedorova says RT France first needs to make sure the channel “won’t be shut down before then.”

While I am certainly all for free expression, I am not a proponent of harmful disinformation. Western governments and their societies have already witnessed the significant damage that can be wrought by Russian 24/7 trolls on social media and Kremlin-owned media outlets such as RT, Sputnik, TASS etc. Make no mistake, Moscow is waging an ongoing, insidious and damaging hybrid warfare against the West. I advocate keeping such Russian-state outlets and entities on a very short leash. If they broadcast or disseminate propaganda, disinformation and misinformation, yank their broadcast license.

While I am certainly all for free expression, I am not a proponent of harmful disinformation. Western governments and their societies have already witnessed the significant damage that can be wrought by Russian 24/7 trolls on social media and Kremlin-owned media outlets such as RT, Sputnik, TASS etc. Make no mistake, Moscow is waging an ongoing, insidious and damaging hybrid warfare against the West. I advocate keeping such Russian-state outlets and entities on a very short leash. If they broadcast or disseminate propaganda, disinformation and misinformation, yank their broadcast license.

I used to believe we were smart enough to out think propaganda. Not anymore though.


In fact, I predict that we will drown in it before long, and well over half the people will believe the craziest crap as long as it fits their narrative.

Hence, people believe Hillary is running a pedophile ring with Huma and Podesta or that the "deep state" is out to get their messiah. smh

Sorry, but CT doesn't work here. On January 14, 2016, the Al Jazeera Media Network announced that it would shut down Al Jazeera America's cable TV and digital operations on April 30, 2016, citing plummeting oil prices and the highly competitive nature of the American media market.

Yea that was their excuse.. in fact it was the inability to get on cable networks around the US that was the main problem. Without a slot, no money from commercials.. and that was controlled by the big cable companies, like Comcast and that right wing hack company buying up everything at the moment.. cant remember the name.

Al Jazerra was also banned from the NYSE and other companies for a period, and there was an active political attack against the corporation by the Bush administration.. including freaking air strikes. So the US or any American should in no way be going around pointing out RT and its issues without admitting their own issues with "freedom of the press" and propaganda channels.

To summarise : you're in favour of free speech provided it falls within undefined parameters to be determined by relevant governments or bodies licensed by those governments.

In other words - you're not in favour of free speech.

Am I the only one who sees the danger of this kind of censorius attitude? Who doesn't provide 'mis-information' through a particular lens, whether by accident or design?

RT Television and RT.com are propaganda arms of the Russian government.

Period.

And a country like Russia who (like China) are blocking more and more internet sites has little to cry about other countries doing the same to RT in the periods before their national elections...

Now that IS a joke. Yet another perspective?

There are only 10,000 such "perspectives" and ten-variations of each of those. More than enough to fill the nightly-news here with the melodic complaints of the average frenchman or woman.

What's a frenchman or woman who doesn't complain? The ones in the graveyard; complaining is a civil right and duty in this country.

Which is why, of course, it runs so well that its unemployment rate hasn't been below 7% since Mitterand was elected in 1981 - that's going on forty years ...

Al Jazeera was on cable. It didn't attract the audience the owners thought it would.

They pulled out due to an already flooded market, not because of some deep state shenanigans. Geezus.

this is really good, I believe all democratic countries should follow France's lead. Democratic Governments have a responsibility to the people, making sure they receive the information they need to make their choice in the voting box. I understand the concerns about freedom of expression, but the law above runs for 5 weeks prior to elections and in my opinon is justified in view of recent events. Besides Macron was falsely accused of fraud on the eve of his election, without any means to defend himself due to a 24 our blackout required prior to the French election. This should never have happened and clearly he has taken the steps to make sure it doesn't.
