Moscow does not recognize new powers the international community has given to the global chemical-weapons watchdog to identify who is responsible for chemical-weapons attacks, Russian Deputy Foreign Minister Sergei Ryabkov has said. "Moscow does not recognize the legitimacy of the new mechanism" that was created within the Organization for the Prohibition of Chemical Weapons by an overwhelming majority vote on June 27, Ryabkov said in comments carried by Russian news agencies on June 28.

A special session of the watchdog group meeting in The Hague on June 27 approved by 82-to-24 a British-led proposal to strengthen the mandate of the organization, with the aim of identifying those behind toxic weapons attacks in Syria, Britain, and elsewhere.

As everyone is already aware, Moscow doesn't approve of any referendum that it doesn't control, cannot manipulate, and has no veto power over.

A victory for justice over the objections of pariah states ..... Russia, Syria, and Iran.
 
The Hague will not look good, moral, or real until the War Criminals Clinton, Both Bushes, Obama and Trump are prosecuted for Wars of Choice that have killed 20 million people. Still waiting for an explanation why Russia no longer accepts the OPCW findings.... Could it be because they can point fingers now?

I explained this in the other thread.

This decision exposes the OPCW to politicisation pressure from the western powers. We've seen that already in the blackmailing leading up to the vote. Consequently, independent states such as Syria will no longer accept OPCW investigators onto their territory because they know they'll now be blamed no matter what.

This sets back the cause of chemical weapons prevention. It's a short sighted and foolish move which destroys trust and independent investigation.

Being aware of the futility of any attempts to legally approve these amendments that essentially encroach on the authority of the UN Security Council, the United Kingdom and countries solidarising with it have resorted to outright forgery and have cynically substituted the OPCW’s genuine goals and tasks by railroading an illegitimate resolution of the Conference of States Parties to the Chemical Weapons Convention. At the same time, they hypocritically overlook the fact that one of the Convention’s main goals, namely, the complete elimination of chemical weapons, has not been achieved so far. They are painstakingly hushing up the fact that a Western country boasting the most powerful chemical weapons arsenal and constantly putting off its elimination deadlines continues to violate its obligations under the Convention.

The initiators of this illegitimate decision are diverting attention to a completely different task, namely, determining the culprits of alleged chemical incidents. They have forced 82 countries to vote for the British draft document using unscrupulous methods, and now they will try to impose their harmful opinion on the remaining 111 states, conscientious members of the OPCW.

We are confident that this obvious abuse of procedural regulations, the undermining of the spirit of consensus which is a salient feature of global disarmament and non-proliferation mechanisms and disdain for the position of all other states, parties to the OPCW, having equal rights aggravates divisions within the OPCW, threatens the Convention’s integrity and the very preservation of the global regime of chemical disarmament and non-proliferation of chemical weapons.

We would like to thank all states that have resolutely stood up in defence of international law and fundamental principles of interstate relations on a par with the Russian Federation and voted against the odious British-sponsored draft resolution of the Conference of the States Parties to the Chemical Weapons Conference, whose consequences all of us will now have to overcome.

Russia and Syria are sovereign nations and despite their alleged and recently well documented criminal behaviour with respect to chemical weapons, they have every right to reject the expanded powers of the OPCW as it does not have a legitimate mandate from those two countries' perspectives. Rejecting the OPCW outright is their right as well. Just as India, China, Israel, Sudan, Indonesia and the USA have opted out of the International Criminal Court, because they don't recognise the legitimacy of its mandate.

The way to control the use of chemical weapons is to reduce conflict and to make bilateral and multilateral agreements with potential violators, not to weaponise the international system as a tool of coersion by one power bloc against other blocs or individual states.

What you say is true but states also resist having the international system turned into a political weapon in the service of one bloc rather than a mechanism for avoiding or defusing conflict for all states and blocs. There is more than one dimension to this dispute over OPCW powers.

The fact is the only people blocking the ability to name names are the same people who utilize chemical weapons....

What good is an investigative body if they cant investigate?
