The fact that the government had to convene one of their super-important COBRA meetings that are normally reserved for terrorist or disaster situations on account of one single company going under (q.v. 'banks too big to fail') really does call attention to the downsides of speculative capitalism let loose on stuff that actually can be better run on a 'nationalized' basis.
 
Sounds like a good time to look at Carillion's financiers. These groups always operate on borrowed money. Sometimes you have to distribute large amounts of cash to get loans for even much larger amounts. That's where I would start my investigation. Other times you have to distribute cash to the persons letting the contracts to participate in the contract. Should be fun to watch.
Crooked bankers???? Good place to start. Gosh, here I am thinking jail and bankers don't go to jail. "Too big to fail, too big to jail."
