@Croix: I think you really overestimate the differences. There are well doing Companies in any Country of Germany - may be a Little less in the east.
And I think the "Länderfinanzausgleich" is rather a succses Story than failed policy. As you can see in the case of Bavaria, wich became as I said "payer" in the 80 and was "getter" all the time before. So may be one time the wheel turns around again
Not in the near future, because the strukture for example in the Ruhr area is not made for a quick solution. All the steel and coal working Areas have to find new income, that does not work in a year or two.
I could blame our politicians for a lot of things but not the Länderfinanzausgleich - thats a success story in my eyes.
Europe is another poinz and Relations to third world countries a third. But to be honest: I´m not clever enough to say how ist could work better...
I think there are well doing companies anywhere in the world. The worst the political and economical situation of the region, the less companies doing well, but there are. To be frank, poorer regions have usually cheaper lands, cheaper rents, lower cost of live so they attract people trying to start business or older business wanting to operate with lower costs (as far there is transport, water and power structure and safaty), like we see in Berlin, Detroit and saw in many towns in California where today are the big technology offices and movie studios specially porn.
The Länderfinanzausgleich is very successful, as any money distribution is when there are more than enough to share among all. It would not be successful if Bavaria had not developed its industry and BW firms had not diversification and developed technologies. In other words, if there were not enough money to give away.
What is not sucessiful are the politiques to make the poor German Regions independent economically, doing actually the opposite by turning them less competitive (which is actually good for corporation) and go deeper on debt. The same as happens with the austerity police imposed in broken EU members.
But as I said, these Germans regions at least can take money from Länderfinanzausgleich politic without be in debt with Bavaria and BW, because if they had to pay back than the Länderfinanzausgleich would not be sucessiful at all. But the broken EU members has to pay back the money they got from the EU.
Of course I'm not specialist on the subject and I could be wrong, but is what I know (so far).
