Depends on what you mean by "supporter". If they are giving money to ISIS, for example, then that is illegal and they should be charged. But if they just believe in ISIS' cause then there really isn't anything you can do but perhaps keep an eye on them. Otherwise we enter thoughtcrime territory. And that definitely isn't a road we should want to go down.
The most dangerous group of IS supporters are those who have just returned from Syria or Iraq to be trained as jihadists. I don't know why they can walk free in Europe and they need to be completely isolated from the general public, which would prevent them from doing harm to innocent civilians. In Russia, they could be conveniently shipped off to Siberia under the draconian anti-terror law for at least few years. Theresa May can learn a thing or two from how Putin handles terrorism in Russia and cracking down on the Internet as she has proposed would not make much difference.
The definition of terrorist act offences includes:
1. provide or receive training connected with terrorist acts
2. possess things connected with terrorist acts
3. collect or make documents likely to facilitate terrorist acts.
If someone is caught doing one of these acts, he should be interned for up to three years, while wealthy Arabs financing terrorist groups should be treated differently.
