Well, if you have no prior driving licence from another country. That's to say that Germans having reached the required age need apply for a driving licence which they won't get until showing that they've taken x hours of instructions in a "driving school". Even then they have to pass the test that's conducted by public authorities (traffic office) to which they won't even be admitted without showing the necessary hours of prior instruction.
Hard on kids that don't have a willing (and financially capable) Dad to pick up the tab since the hours of driving instruction cost a fortune.Happens in Germany too, provided the subject can show prior entitlement in (of) his home country. Read as already possessing a licence from there which then has to be swapped for the German equivalent.
The main problem I saw when working there were the "Easterners", the collapse of The Wall having fallen into that time. Since they all became "full fledged Germans" at reunification with just a few pen strokes, the licences they'd held until then became just as valid. Except they had absolutely no experience with driving something that had more than say 16 CV and a ceiling of 100 km/h (average time to accelerate to that that around 45 minutes, but only downhill and with a tailwind:mrgreen

Of course they flocked in droves to go visiting the West in their 4-wheeled plastic tubs and Westerners were as unaccustomed to this 3rd world influx as were the Easterners to roads with often no speed limits at all and prowled by BMWs, Mercs, Porsches and the whole other lot. Many a time I barely avoided flattening one of these plastic heaps from behind on account of it not leaving the fast lane quickly enough. The latter not by unwillingness but by sheer incapacity, seeing how it took about half an hour to overtake a slow truck.
Everybody on the Western side soon got the hang of it though, one could smell the exhaust of these contraptions long before one was close enough to (often too late) identify the obstacle (two stroke engines on foul fuel).
That said most Germans of migratory background (Muslim or other) are 2nd generation, meaning they have to go thru the testing procedure like everybody else.
Where the efficiency you cite is lacking, is that the driving licence issued after instruction and test was for life (not sure if that hasn't meanwhile been changed) so you'd get the odd 90 year old that had problems with just about any faculty, providing the far greater hazard to everyone and himself.
In that they do it better down here (Spain) in that you have to go for a check-up every ten years (physical, eye-sight, reflexes etc.) and every 5 years once you've passed 70.
Nothing substantial there but in a place like the one we're referring to here, they're probably on illegit means as well. Crime is high in Neukölln. They attack ugly people as well and even then not just women. It's vandalism at its purest and plenty of "blonde" youths are as prone to it. One could cite the football hooligans for instance but that would explode the thread.
Thing is that most attacks on migrant living quarters are carefully conducted as not to cause deaths. When they do they're mostly accidental. So nothing like Paris Nov-15 (or Madrid trains and London trains, let alone WTC) has ever been instigated by the xenophobic camp. As such "material damage" barely makes it past the local press, same as a bruised mugging victim.
Yeah, well keeping an open mind against falling into similar bias traps is always helpful then.
