and who would that be in the case of Germany? A chancellor still managing to garner 45pct of national support, way ahead of anybody else?

If that's what's supposed to happen, they have a helluva lot of work ahead of them. Merely cruising on a certain percentage of malcontent votes isn't going to keep their ship afloat indefinitely.
And at least they have no blood on them.
